摘要 世界范围内正在酝酿进行一场大规模的经济发展模式和产业结构升级。其核心内容是发展低碳经济,建立低碳经济发展模式和低碳社会消费模式,努力减少CO2等温室气体排放,将其作为协调经济发展和气候之间关系的根本途径。节能减排、走低碳经济之路成为各国共识。
