阐述了中国特殊钢的现状及差距，国外特殊钢结构调整的情况和经验，提出我国特钢结构调整、战略重组应遵循的原则及特钢结构优化的几种模式。
Discuss the current situation of the Special Steel production in China and introduce the restructure and experience of that in foreign country. Put forward the principle we should act in restructure and some of its models in optimization.
