摘要
由于近年中国工业发展迅速,中国面临着非常严重的能源短缺与环境污染问题,行政手段解决节能减排问题暴露出了资源浪费、效率不高的缺点,首先构建了节能减排的市场框架,然后介绍了几种比较实用的节能减排市场化的工具,对促进节能减排的市场体系构建进行了探索。
Because of the rapid industrial development in recent years,China is facing a very serious energy shortage and environmental pollution problems.Administrative means to resolve the issue of energy-saving and emission reduction exposed waste of resources.This study build a market framework for energy saving and emission reduction firstly,and then introduces some practical energy-saving and emission reduction row of market-based tool,By these means,The energy-saving emission reduction market system construction are explored.
