摘要
工程风险是指影响工程活动目标实现的各种不确定因素的集合。工程风险的原因存在于对工程风险的认知,对工程主客体的判断,工程主体的工程思维,工程活动中的自然、政治、经济、技术因素,以及工程风险管理方法之中。工程风险的规避机制包括经济、法律、管理、伦理等机制,伦理机制尤为重要。规避工程风险的伦理机制应综合多种伦理原则,建立起一种涵盖工程师个人、工程共同体和整个社会的应对工程风险的伦理。
The engineering risk is a combination of kinds of uncertain factors that influence the realization of the engineering target. The cause of the engineering risk exists in the cognize of the engineering risk,the judgment of the engineering＇s subject and object,the engineering object＇s engineering thinking,the nature factor,politic factor,economy factor,technology factor in the engineering activity,and the method of the project risk management. The normative circumvention of the engineering risk contains the mechanism of economy,law,management,ethic and so on,the ethic mechanism is especially important. The ethic mechanism that circumvents the engineering risk should synthesize kinds of ethical principles,formed a kind of ethics encompassing the engineer individuals and the engineering community and the whole society to cope with the engineering risk.
