摘要
北京建设国际大都市有两道难题:一是人口规模膨胀;二是汽车数量膨胀。低碳化和高端化是破解此两难题的要津。按照低碳化方向,城市建设要树立新的评价标准、新的价值观和道德观,改变未富先奢和讲排场、讲"气派"、讲"体面"的做法。按照高端化方向,北京在与兄弟城市的分工中,只承担兄弟城市无法承担的产业和项目,凡是兄弟城市能承担的,坚决让兄弟城市承接。
Two difficulties are inevitable in the construction of international metropolis by Beijing：one is the expansion of population size and the other is the expansion of cars.This article proposes that low-carbon path and high-end of the industries are keys to the above difficulties.In accordance with the direction of low-carbon path,new evaluation criteria,new values and ethics should be set up in urban construction to change the fashion of presenting extravagance before getting rich.And in accordance with the direction of high-end of the industries,Beijing should undertake the tasks that brother cities cannot take and give up unselfishly the tasks which brother cities can accomplish.
