摘要
我国城市水务业在引进跨国投资、提高行业效率和管理水平的同时,也存在着公共利益受损的风险。本文通过对城市水务业PPP模式中实施的市场准入与退出、成本和水价、水质与服务、公共安全等政府规制现状的分析,在借鉴英美发达国家及有关发展中国家政府规制经验基础上,提出了进一步完善我国城市水务业PPP模式实施所需的政府规制的建议。
As introducing foreign investment into China＇s urban water utilities, when it improves the industry efficiency and management level, there are also risks to the public interest. This article analyzes the present situation of government regulation while the urban water utilities implementing foreign investment PPP model, such as market access and exit, cost and water price, wa- ter quality and services, public safety, etc. , and draws on the experience of the developed ＆ developing countries govern- ment regulation, so as to put forward proposals for perfecting the regulation when implements this PPP model.
