摘要
随着中国经济的快速发展,管道业务进入飞速发展期,传统的建设体制和管理模式已不能很好地适应当前及今后一个时期管道建设跨越式发展的需要。在新形势下,中国石油天然气集团公司结合实际推行了长输管道建、管分开管理模式,并取得了较好的效果。但由于该模式刚起步,实施时间较短,制度本身还不够完善,难免存在一些问题,如新建管道与在役管道并行或穿跨越的施工监管问题、管道建设期间对管道保护的问题、新建管道试运投产"主导"问题、管道建成后的验收移交标准问题、管道运营后发现的质量缺陷责任追究问题等。如何有效解决这些问题,将影响该模式在今后建设过程中的优势及效果。为此,结合工程实际分析了建、管分开管理模式需完善的内容,并提出相关建议。
With the rapid development of Chinese economy, gas pipeline service is also stepping into a period of fast expansion, whereas the traditional construction system and management modes can not meet the need for the gas pipeline projects under the present and near-future condition. Therefore, in combination with actual practices, a construction-management division mode has been performed with good results by the Chinese National Petroleum Corporation (CNPC) for the long-distance gas pipeline projects. However, for the lack of enough experience within a short time, many deficiencies have been arisen in this construction-management division mode: a. How to implement construction supervision when the pipeline under construction is being parallel to or crossing over/through the one in service; b. How to protect the pipeline during the process of pipeline construction; c. Which side should be responsible for the trial operation before the pipeline is put into formal service; d. What standard should be followed when check and acceptance are being done on the completed pipeline; e. Which side should be in charge of the quality defects after the pipeline is put into service. How to solve those above-mentioned problems will directly influence the result of this construction-management division mode in the gas pipeline project. With regards to this, based on the actual pipeline projects, the content to be completed in this separate management mode was analyzed and some active proposals were put forward hereby.
