摘要
农村义务教育经费保障体系由投入体制和投入机制两部分构成。长期以来,我国农村义务教育投入以体制调整为主,机制建设处于缺失或半缺失的状态,造成农村义务教育经费一直处于较为严重的短缺状态。在体制基本理顺以后,农村义务教育经费保障体系的战略重点应该转到保障机制的设计上。
The guarantee system of rural compulsory education funds consists of the investment system and the investment mechanism. China＇s rural compulsory education investment has long relied on the institutional adjustment; meanwhile, its mechanism construction has been ignored, which has re- sulted in the serious shortage of such funds. After the basic institutional reform has been accom- plished, the strategic priority of the guarantee system of such funds should shift to its mechanism design.
