摘要
低碳经济必然与低碳社会相关连,应对全球气候变化必须推动低碳社会建设。由于中国社会转型的特殊性,中国低碳社会建设面临着选择困境、整合困境、持续困境以及外部突围困境和协同困境。为此,建设中国低碳社会应当充分发挥现有体制的优势,但需推动其必要的功能转换,建立政府、市场与公民社会之间的适当关系。
This article considers that low-carbon economy will inevitably associated with low-carbon society, dealing with global climate change must promote low-carbon society construction. Because of the speciality of Chinese social transformation, a low-carbon society construction in China is facing some dilemmas., choosing the target, keeping social integration, pursuing social sustainability, as well as seeking for external breakthrough and collaboration. Hence, the low-carbon society construction in China should give full play to the advantages of our existing system, but making necessary transformation of its function, establishing an appropriate relationship between the government, the market and civil society.
