摘要
科学发展观开辟了民生理论认识的新境界,也指明了民生建设的方向。民生的最高历史形态是实现公平正义的社会价值目标;民生的本质属性可归结为最广大的民众所享有的关于生存和发展的权利体系;民生实践应当符合全面、协调和可持续发展的基本要求,而推进民生建设的根本方法则是统筹兼顾。
The Scientific Outlook on Development not only gives us a new theoretical understanding on people's livelihood,but also the orientation of construction.The highest historical level of people's livelihood is to realize social value of impartiality and justice.The essential attribute of people's livelihood is the living and developing right system in which the overwhelming majority of people enjoy.The most elementary requirement of the people's livelihood practice is to realize all-round,harmonious and sustainable development,and the basic guarantee to it is to be taken into overall consideration.
