摘要
中俄输油管道穿越大兴安岭多年冻土区,发生管道泄油突发事件主要为储罐和输油管道因机械性破损导致原油泄漏。泄漏油污的挥发、下渗、扩散和迁移,将对多年冻土区生态环境产生长期不利的影响。通过对中俄原油管道工程风险事故源项的分析及沿线冻土区环境风险因素及敏感地段的识别,判定重大危险源和最大可信事故,评估管道泄油突发事件对冻土区生态环境的影响,提出相应的环境风险防范对策和应急预案。
Pipeline emergencies accident of the main through the Daxinganling permafrost region was caused by P the ipeline along China-Russia crude oil pipeline mechanical damage and led to the leakage of crude oil, oil-leaking volatilize infiltration, proliferation and migration. These will have a long-term effect on the ecological environment in permafrost regions. The paper, based on project technology process risks of the China-Russia oil pipeline and the environmental risk identification in the frozen soil areas, determines the maximum credible accident, the source of accidents and environmental risk-sensitive section of the leakage of crude oil, and also through disaster assessment on the effect of the emergency accident of crude oil leakage on ecological environment in the frozen earth area, proposes environmental risk prevention measures and emergency response plans for permafrost regions.
