摘要
目的为了解海南省儿童免疫规划工作现状和各级职能部门落实国务院《疫苗流通和预防接种管理条例》情况,分析影响免疫规划工作发展的因素,为制定促进免疫规划工作发展策略提供依据。方法制定绩效评估方案,对全省所有市、县各级职能部门进行量化评估,对免疫规划工作管理和适龄儿童疫苗接种率和免疫抗体水平进行调查和评价。结果海南省2008年84%市县(区)政府将所需经费纳入财政预算,共投入经费9486015元。适龄儿童免疫规划疫苗基础免疫接种率全部达到98%以上,乙肝首针及时率为95.5%,"五苗"全程合格率为96.1%,乙脑为95.7%,加强免疫合格接种率分别为百白破96.4%、麻疹96.2%、乙脑93.3%。12～36月龄儿童麻疹和白喉IgG抗体阳性率分别为97.6%、94.5%,HBsAg携带率为1.05%;小学一年级学生分别为93.3%、88.1%、5.9%。全省无脊灰确诊病例,无白喉病例;麻疹发病率为0.55/10万,乙脑发病率为0.27/10万。结论2008年海南省各级政府及职能部门大多数能履行职责,为免疫规划工作发展提供了有力保障,儿童免疫接种率均在国家"十一五"规划目标以上,适龄儿童疫苗抗体处于高保护水平。
Objective To know the status of immunization program and the implementation of ＂vaccine distribution and vaccination regulations＂ issued by State Council. Methods A quantitative evaluation of functional departments of all counties was conducted and immunization management and vaccination rates and the level od serum antibody in children were investigated. Results 84% of counties （districts）government planned immunization funds was put into the finance budget with a total financial investment of 9,486,015 Yuan. The base coverage rate of national vaccines reached 98% ,the rate of first HepB vaccination was 95.5% ,and the rate of the fifth vaccination of children was 96.1% ,JE was 95.7%. The intensified vaccination rates of DPT, MV, and JE were 96.4%, 96.2%, and 93.3%.The antibody positive rates of measles and diphtheria IgG,and HBsAg carrying rate of 12-36 months children were 97.6% ,94.5%, and 1.05%, and the primary school students were 93.3%, 88.1%, and 5.9%. No confirmed Polio or diphtheria cases were detected, and measles incidence rate was 0.55 / 100000, encephalitis B was 0.27/100000. Conclusion In 2008 in Hainan Province, the majority of governmental departments at all levels and functional departments fulfilled their duties to have guaranteed the progress of immunization program. Immunization rates have reached the goal of national ＂Eleventh Five-Year Plan＂, and a high protective antibody level have been obtained after vaccination of children of immnization age group.
