摘要
针对目前指标体系构建缺乏统一的优劣评价尺度的问题,基于指标体系构建原则,从科学规范的角度,提出指标体系构建"优度"评价的指标体系,评价包括指标体系必要度、覆盖率、重复率、指标获取难度、指标体系稳定性、协调性和结合性7个方面,给出了基础指标的计算方法和"优度"的合成函数,并基于"优度"设计了最优指标体系的获取流程。
Aiming at the problem that there is not a unified evaluation standard for indicator system construction, based on the rules of indicator system construction, an indicator system of ＂ goodness＂ evaluation was provided from scientific and normative perspective. The evaluation system includes indicator system necessity degree, coverage rate, repetition rate, acquisition difficulty of indicators, stability degree, coordination and combination. Computation method of basic indicators was presented and combining function of ＂ goodness＂ was offered. And finally the optimal indicator system design procedure was proposed based on ＂ good- ness＂.
