摘要
完善农村社会养老保险制度是促进农村经济又好又快发展、实现城乡统筹发展、构建和谐社会的一项重要内容。随着农村经济发展和社会转型,农民群体逐渐分化,对农村社会养老保险制度设计提出了新的要求。黑龙江省现行的社会养老保险模式已不能适应这一现实,致使农村社会养老保险面临着巨大压力。根据农民的不同特点实行分类保障,构建新型农村社会养老保险制度,已是当务之急。
To improve the rural social endowment insurance system is to promote sound and rapid development of the rural economy to achieve urban and rural development, and building a harmonious society, an important component. With the rural economic development and social transformation, the gradual differentiation of groups of farmers, rural social endowment insurance system for the design of the new requirements. Heilongjiang Province, the existing social pension insurance model can not meet this reality, causing rural social old-age insurance is facing huge pressure. Consequently, under the different characteristics of the farmers into different categories for protection, building a new type of rural social endowment insurance system, has been a priority.
