摘要
利用利益相关者理论分析社区卫生服务机构实行收支两条线管理的各方利益者。其中主要利益相关者是社区居民、社区卫生服务机构及其医务人员,次要利益相关者是地方政府和卫生主管部门,外部利益相关者是医保部门和药商。通过对各方利益者的深入分析,提出了政策实施中应注意的关键问题。
The Chinese Health Service Management. Abstract Stakeholder theory was applied to analyze the stakeholders in community health service institutions which imple- mented management of ＂Revenue and Expenditure in Two Lines＂. It could be concluded that the main stakeholders were resi- dents in community, community health service institutions and its personnel, the minor stakeholders were local government and health administration, and the external stakeholders were health insurance institutions and druggists. Based on which, the key points for implementation were put forward.
