摘要
体系是指若干事物互相联系而构成的一个整体，院前急救机构是急救医疗体系的重要组成部分。按不同体制和不同模式院前急救机构有不同的分类，但无论怎样分类，院前急救机构都是急救医疗体系建设中不可分割的一个要素单元。不同的院前急救机构有不同的职能定位，而不同的职能定位在基本建设和基础设施中有不同的要求，这种不同的要求首先体现在规划设计中。本文就此展开论述并提出了实事求是、满足需要、填平补齐、适度超前这四项科学规划的基本原则。
System is composed of several interlinked things. Pre - hospital emergency care institution is an important part of emergency medical system. According to different systems and pattern, pre- hospital emergency care institution has different classifications, and is an integral part of whole emergency care system. Different pre - hospital emergency care institution has different function orientations, which shows different needs for basic construction and infrastructure including mainly the planning and design. This paper discusses the four basic principles of scientific planning - seeking truth from facts, meeting needs,improvement of basic infrastructure, appropriate advance.
