摘要
谣言盛行,每每催生或伴生突发性事件、群体性事件和恶性事件,是为风险社会中的谣言风险。在某种意义上,谣言成为风险社会的重要风险源。谣言具有"社群共享"性质和"非理性"的一面,但是谣言也反映着社会精神状态,是一种表面扭曲但是底层真实的民意表达。近年来,高风险的领域也正是谣言的多发地带,这一契合性体现出大众对风险的感知和不安情绪。风险社会的信息化、网络化、媒介化特点使谣言的传播形态有所改变,为公共治理设置了难度和挑战。"辟谣"只是应急机制,积极培养公众对于谣言的"理性的怀疑意识",是长期而艰巨的任务。
Rumors always cause social unrest, panic and riots. This is the rumor risk in the risk society. In a manner, ru- mors have become the root of risk in the risk society. Rumors can be shared among the communities although they were unrea- sonable. They can he distorted facts. However, they may be the true feelings from the majority of people. In the past years, rumors frequently occurred in the high risk areas of the society. It reflects that people have the sense on the risk and panic. The flow of information, the Internet and new media changed the way in which rumors spread. This makes the public security diffi- cult and challenging. Refuting rumors is only an emergent solution. It will be a long term and challenging task to educate peo- ple to rationally judge rumors.
