摘要
反思当前的社会救助,存在法律体系不完善、管理制度不健全、筹资机制不科学和覆盖人群有盲区等缺陷。在遵循法定救助全面覆盖、积极而为量力而行、统筹兼顾注重公平、保障生活综合救助等原则的基础上,通过加快社会救助法制化进程、创新管理体制、完善筹集渠道、积极促进就业和完善社会保险及社会福利等途径构建我国新型社会救助体系很有必要。
In current social assistance system, there exist many limitations, that is, faultiness in legal system, imperfection in administration, non -science in raising funds and blindness in covering the vast majority of people. Therefore, based on the four principles of overall coverage of legal assistance, acting according to capabilities ,fairness in overall plan, and ensurence of comprehensive subsistence relief, it＇ s necessary to construct a new system of social assistance by promoting the legislation process,innovating management system, improving channel of fundraising, expanding employment, as well as bettering the social insurance and welfare.
