摘要
基于国内外排污权交易的研究与实践,对照排污权交易制度运行的必要条件,结合河北省社会经济发展、环境保护实际情况以及相关制度等,对河北省实施COD排污权交易的可行性进行了分析,并针对河北省推进排污权交易的薄弱环节,提出了创新方向和解决方法,总体认为河北省COD排污权交易已具备了一定的试验条件,可进行排污权交易试点研究工作。
Based on the application of emissions trading system,this paper took the actual situation of the socio-economic development, environ mental protection and the other relevant systems in Hebei Province into account. It also analyzed the feasibility to implement the COD emissions and put forward innovative solutions. The conclusion was that in general the COD emissions trading in Hebei Province had a certain experimental condition and was in a pilot phase.
