摘要
在中国老龄化速度不断加快的背景下,中国城镇家庭养老模式功能逐渐弱化,机构养老亦不能满足养老服务需求的快速增长。社区居家养老模式具有养老服务供给的综合优势,是解决中国城镇养老服务需求的有效途径。然而在运行中存在着服务人员专业化程度不高、社会资源利用不足等问题。培育专业的社会化养老服务机构和服务人员、整合社会养老服务资源是发展社区居家养老的有效对策。
With the acceleration of aging speed, the family＇ s function in taking care of the aged is weakening gradually in China＇ s urban areas, and at the same time, the present aged-supporting agencies can not meet the needs of the rapid increase of demand. So taking care of the aged at home by communities that has certain superiorities in offering services for the aged seems an effective way to solve the problem. However, this pattern also has defects which include less specialized agencies and workers, ineffective use of social resources, etc. Making improvement in specialized agencies and workers and making full use of social resources are supposed as effective countermeasures to promote taking care of the aged at home by communities.
