摘要
采用实地调查和访谈等研究方法,对福州市大中型公共体育场馆事业管理体制改革与新民营机制5a运行的情况进行调查,分析了大中型公共体育场馆国有民营改革的内涵、产权改革、推力分析、运行机制、公益性和经营性关系,经济效益和社会效益的均衡及存在的主要问题。结果表明:大中型公共体育场馆只有有效地降低运营成本,将所有权与经营权有效分离,引入市场机制,才能得到更好的发展。建议政府将公益性体育事业与经营性体育产业适度剥离,鼓励和支持非公资本流入,促进大中型公共体育场馆的有效运营。
Based on the Background of the reform of the management system and the five-year operation of the new private mechanism in Fuzhou Middle ＆ large sized Public Stadiums and Gyms, the essay mainly adopts the method of the combination of the empirical research and the interview research to study the basic situation of the national private running Pattern in the large ＆ middle-sized Public Stadiums and Gyms. It analyses the connotation of the reform of the national private running pattern, the reform of the property rights ,force analysis, operation mechanism, the relations between the public benefit and the operation, the balance of economic returns and the social effect, and the main problems. The essay also puts forward the conclusions and suggestions on how to solve the reform of the management system in the large ＆ middle sized public stadiums and gyms.
