摘要
耕地不仅能为农民带来经济效益,更为公众提供了大量具有强烈外部性的非生产性功能。耕地保护作为一个公众目标已得到世界各国的普遍认可,其社会化扶持也成为国际上不少国家的惯例。作为我国人口重要组成部分的城镇居民,也对我国耕地保护起到了举足轻重的作用。通过对在江西、河北、湖北、山东、陕西、浙江、云南、吉林8个省区开展的"公众耕地保护意识"专项调研所获取的1165个城镇居民问卷样本,按照不同年龄、不同文化程度、不同职业、不同经济收入等因素对其耕地保护意识进行分析,总结不同群体的城镇居民耕地保护意识,旨在为政府提高广大城镇居民耕地保护意识提供政策性建议。
Cultivated land, as the basis of existence and development for human being, not only brings direct economic benefits to farmers but also provides huge external nonproductive function for the public. Therefore, the protection of cultivated land is an obligation confronting the whole society. As an important part of the public, urban residents play a key role in this cause. In this paper, based on the survey of ＂public consciousness of protecting cultivated land＂ over eight provinces in China, urban residents＇ consciousness among different groups of cultivated land protection is systematically analyzed, and relevant countermeasures are put forward so as to foster urban residents＇ initiative on cultivated land protection.
