摘要
我国高职教育存在法律法规建设滞后、社会参与度不高、投入不足、高职教育与中职教育管理脱节、财权与事权分离等诸多问题。唯有切实建立起政府统筹、教育部门协调、各职能部门各司其职的新型高职教育管理体制,改革招生管理制度,健全高职教育发展的督导评估系统,加强法制建设,才能使我国高职教育的发展迈上一个新的台阶。在新的历史时期,高职院校管理体制改革必须从我国国情出发,注意调动各方面的办学积极性。
There exist some problems in higher vocational education in our country, such as the of laws and regulations, less participation of society, insufficient of investment, disjointed management between higher vocational education and secondary vocational education, and the separation of fiscal and administrative power. In order to improve the higher vocational education to go up to a new stage, it calls for establishing new higher vocational education management system through overall arrangement of government, coordination of education authorities and each functional department performing their own duties well; reforming the system of enrollment management, perfecting the evaluation and supervision system and the tightening up of the legal system. In this new historical period, the reform of management system of higher vocational colleges must proceed from our national conditions and make a special effort to mobilize the initiative of all quarters.
