摘要
给出一种新的判断矩阵的构造方法，该方法克服了已有文献中的不足，结果表明该方法给出了较好的一致性和传递性。
In this paper, a new judgement matrix is given, in which the shortcoming of given results is overcomed.The result illustrates that the method has good consistency, reasonableness and accuracy.
