摘要
科技信息成果评价是推动国家科技事业持续健康发展,促进科技资源优化配置、提高科技管理水平的重要手段和保障。但我国现有的科技信息成果评价体系暴露出评价的制度不健全,体系不完善,评价方法不规范等问题,在一定程度上难以客观、真实、准确地反映出评价对象的实际情况。在权衡投入与产出、风险和报酬等影响因素的基础上,本文首先构建了科技信息成果综合评价指标体系;然后,基于科技信息成果评价自身的特点,探讨了灰关联分析方法对科技信息成果综合评价的有效性,并分析了该方法在实际评价中的基本步骤。
The assessment of technological achievement is a very essential avenue and assurance of the development of science and technology, optimizing the allocation structure of technological resources and promoting the level of management. But the present structure of assessment of technological achievement exposed a lot of problems, including the structural imperfect, irregular of the method and so on which leads to the final that we could not get an assessment objective, truly and accurate. This paper constructs the index system of technological information achieve ment. On the basis of Grey Target theory, this paper carries out gray correlative evaluation on technological information achievement.
