摘要
简要回顾了主要发生在发达国家的国家气候变化立法的发展进程，包括包含其中的适应性立法之进展。较之发达国家，发展中国家因其在自然和经济社会条件方面所处的劣势，而需承受更大的气候变化之不利影响，其适应需要之满足甚为紧迫，有助于改善其适应能力和适应秩序的政策与法律是十分必要的制度工具。对于拥有庞大人口的发展中的中国而言，适应议题之重要性亦不言而喻，迫切需要系统、融合、协调的适应法律行动。
This paper probes into some clues of national legal responses to climate change after giving a brief review of national climate change legislation history based on several cases. Compared with the developed countries, developing countries are generally suffering more from the adverse effects of climate change while having fewer natural, economic and social resources available, which highlights their pressing needs to improve the adaptation ability, especially through reasonable policy and regulation designs. As a developing country with big population, China has realized the importance and urgency of climate adaptation, and now it is time to take systematic, integrative, and coordinative legal actions.
