摘要
水环境容量是水体在设计水文条件下承纳污染物的极限值。在对国内外流域水环境容量研究状况进行分析,以及对我国不同发展阶段的水环境容量研究成果详述的基础上,借鉴国外在污染物总量控制方面的成功举措,从理论与实践层面找出我国在水环境容量研究与实施中存在的问题。结合当前对水环境容量开展的不同层面的研究,提出适宜的改进完善策略,为我国进行水污染物总量控制,为"广义水资源"的高效可持续开发利用奠定基础。
Water enviromnent capacity is the limit of admitting pollutants under the design of hydrological conditions. Based on the analysis of water environment capacity research situation at home and abroad, and details the water environment capacity research of China in different development stages, the successful total amount control of pollutants abroad is used for reference to find the problems existing in research and implementation in China from the theoretical and practical levels. It suggests an appropriate improvement strategy to settle foundation for pollution total amount control and generalized water resources sustainable use, with the consideration of different levels study on water environment capacity.
