摘要
"一国两制"、澳人治澳、高度自治,这既是一种方针,更是一种相互担当的承诺。在"一国两制"的前提与基础上,通过澳人治理澳门,建设澳门,发展澳门,形成澳门特色,这是建设中国特色社会主义的题中应有之义与有机组成部分,事关澳门的前途。应当在善治澳门的基础上,处理好"两种制度"的关系,谋取全局以及提升澳门人的整体素质,在培育"新澳门人"上下功夫。
“One country, two systems” and “governing Macao by the local people with a high degree of autonomy” are not only a principle but also a mutual commitment. On the premise of such a principle, the governing, construction and development of Macao by the local people to form its own characteristics are an organic part of constructing socialism with Chinese characteristics. To usher in a brighter future, we “should handle properly the relationship of the two systems, pursue an all-round development, raise the overall quality of local people and make great efforts to turn on a new leaf of development.
