摘要
通过对武汉市社区矫正试点工作的实证调查可以看出,我国社区矫正试点工作在初步形成社区矫正的组织体系、建立初步社区矫正工作制度等方面取得了有益的进步,但也存在以下问题:对社区矫正认识有偏差,适用的对象偏少;现行法律规定滞后;矫正工作人才匮乏;社区矫正工作矫正教育不足;矫正工作经费不足、工作人员待遇保障不足。要解决上述问题,应加强社区矫正的宣传,完善社区矫正立法,建立专门的社区矫正执行机构,确保经费保障,丰富完善社区矫正工作方法,加强对社区矫正工作的监督力度,推动社区建设。
From the empirical investigation of the pilot program of community correction in Wuhan,we can see that great progress which has been made in development of organizing system and establishment of working system. However,there still exist the following problems:deviate in understanding of the system;lagging legislation;lack of staff and funds and insufficient educating work. To resolve these issues,it is necessary to enhance propagation,perfect related legislation,establish special agency,ensure enough funds,enrich sound methods,strengthen supervision and promote the construction of community.
