摘要
目前建筑市场大量存在工程概算不准确、结算超预算、预算超概算、惊人的浪费，工程质量不高、工期拖延等现象，这些急待解决的问题与建设工程设计阶段的工作关系密切，而实施工设计阶段监理可有效避免上述问题的出现.针对这些尖锐的问题，本文从建设工程设计阶段的重要地位、目前设计阶段存在的问题、如何加强设计阶段的监理工作及对实施设计监理工作的思考四方面论述了实施设计阶段监理的重要性、必要性和迫切性．
At present construction market exists such problems.inaccurate project budggetestimate,final accounts exceeding budgeting,surprising waste, poor project quallity,delay in theperiod of project completion.All these problems are closely related to the work in the designingperiod and can be avoided by exercising supervision. This paper discusses theimportance,necessity,and urgence of exercising supervision in the designing period ofconstruction projects from the following four aspect:the important position of the designingperiod,the present problems,how to enforce the supervision and some thoughts on exercisingdesigning supervision.
