摘要
大规模的采矿给人类创造了财富,但同时也产生了严重的负效应,文章具体分析了各种外部负效应的产生机理和现状,并透过这些表面现象,从资源配置的两大手段——市场失灵和政府干预的缺陷等方面寻找原因,以便从根本上解决矿产开发的外部负效应问题。
The large-scale mining activity has created wealth for human being,but at the same time,it has yielded grave negative effects.The negative effects not only have led to resources destroying,environmental pollution and ecological deterioration,but also have damaged the capacity of sustainable development in mining areas.The paper analyzes the causes from market failure and shortage of government's prevention,and puts forward some measures to deal with the above-mentioned negative effects.
