摘要
欧盟共同安全与防务政策是为了配合共同外交与安全政策的具体实施,在欧盟内部刚诞生不久的一种制度设计。国际机制理论作为一门新兴的理论,其定义一直以来都存在着很大的争议,但已经被学者们广泛应用于解释国际组织的运行发展。本文就尝试运用国际机制这一理论框架去解释欧盟共同安全与防务政策。本文首先提出对国际机制概念的理解;然后从国际机制定义的四个方面,即国际体制层面、原则层面、规则层面和决策程序层面去阐述共同安全与防务政策的机制变迁并简要提出机制的现存问题;本文最后展望了共同安全与防务政策的未来前景。
In order to cooperate with implementing the Common Foreign and Security Policy （CFSP） concretely, Common European Security and Defense Policy （CESDP） is a system design which was established just now in the European Union （EU）. Then as a rising theory, the International Regimes theory has been applied to explain the development of the international organization by the scholars, even if there are many controversies on the definition of international regimes. This article tries to apply this theory frame to explain the CESDP. At first, the article put forward to my own understanding of the definition of international regimes. The second part looks into the regimes of the CESDP development from the four aspects of the definition of the international regimes, namely the aspect of international systems, the aspect of principles, the aspect of rules and the aspect of decision- making procedures, then simply advances the present problems of the CESDP. Finally, the article explores the prospects of the CESDP.
