摘要
美国第44任总统奥巴马上台后出台的能源政策,其核心开始转向开发新能源与降低对石油的依赖,反映了在经济危机下美国力图抓住机会,以此达到推动经济复苏、保证能源安全、应对气候变化的多重目的。分析了美国能源新政的主要内容、未来走向以及对我国的影响。认为美国能源新政的实施必将对中国及世界的战略格局产生影响,我们应当充分关注美国能源新政实施的动态,抓住能源领域的发展机遇,建立和完善将能源问题和气候变化问题统一考虑的长期的国家战略。
The new energy policy of Obama reflects that under economic crisis, the US attempts to seize the opportunity to achieve its multiple purposes of promoting economic recovery, guarantee energy security and addressing climate change. Based on analysis on the main content, future trend and its impacts on China, it is considered that introduction and implementation of this new energy policy will affect Chinese and world strategic patterns, therefore China should keep an eye on the trend of US’ new energy policy and establish a long-term strategy on the national level covering not only energy factor but also climate change factor.
