摘要
在建设社会主义新农村的背景下,农村社会保障问题成为社会普遍关注的焦点。目前我国农村社会保障制度功能缺位、低效运行,迫切需要建立一套适应我国国情,体现社会公平的新型农村社会保障制度,为此应重点建立健全三项农村基本社会保障制度,并积极构建有效的运行机制。
On the background of building new socialist countryside, the problem of rural social security has become a widely - con- cerued focus. At present, the rural social security system functions badly and operates inefficiently. Therefore, a new rural social security system embodying equity and adapting to Chinan ationd corditions is urgently needed. The urgent matters are to establish three basic systems of rural social security, and to construct the effective mechanism.
