摘要
作为行政管理制度创新和有效的管理工具,政府绩效管理越来越受到重视,但绩效管理的有效实施离不开绩效文化的支撑。绩效文化的培育是一项复杂的系统工程,它需要整个行政环境的变革,需要行政体制的调整。本文在对绩效文化培育的必要性的基础上,分析了传统行政文化对绩效管理的约束,总结了作为政府绩效文化应具备的特质,最后提出了绩效文化培育的路径。
As the effective management tool for administrative management system innovations, government performance management is highlighted for growing attention, but the effective enforcement of the performance management requires the support of performance culture. The cultivation of performance culture is a complex systematic project which needs the reformation of the entire administrative environment and the adjustment of administrative system. On the basis of necessity of the cultivation of performance culture, this paper analyzed the restriction on performance management from traditional administrative culture, summarized the distinguishing characteristics the government performance culture should have and finally proposed the method for cultivating performance culture.
