摘要
指出铁路是企业不是社会公益事业,铁路运营应是多个企业多个市场主体而不是一个企业一个市场主体;对铁路局市场主体地位进行了现实分析,提出应实行政企分开和企业重构,进而对全路运输企业重构提出了几点设想。
It points out that the railway is an enterprise and it is not a public welfare service. It should consist of several enterprises and several major markets. It practically analyses the major position of railway administration market and suggests the application of separating administration from enterprises and the reorganization of enterprises. It also raises out some ideas on reorganization of railway transportation enterprises in nationwide.
