摘要
耕地流转对于我国农业适度规模化经营、资源更有效率的配置以及提高农民的福利都有着积极意义,基于此,我国出台了一系列的政策来规范与鼓励耕地流转,以更好地促进农业发展。但在耕地的流转过程中也会出现一系列的问题,在此主要探讨流转期间的耕地保护问题。如果不加规制,基于利益最大化的考虑,承包农户将会选择不适当的耕作方式,这对我国耕地的可持续利用是十分不利的。以动态规划模型为工具,探讨了承包农户耕作方式选择的决策机理,进而提出相关建议,以约束其在承包期间的行为,达到耕地保护的目的。
Farmland transferenee has much positive signifieanees, such as appropriate scale farming, efficient allocation of resources, and improvement of farmers economic welfare. Considering these reasons, China has issued lots of policies to regulate and encourage farmland transference in order to accelerate the development of agriculture. But there are also some problems in the process of farmland transference. The problem of farmland protection is the main topic of this article. If without regulations, based on the interests of maximizing considerations, the farmers will prefer to the inappropriate behaviors, which will effect the sustainable use of the farmland. With dynamic programming model as tool, the decision making mechanism about how to cultivate was discussed, then some adviees were given to regulate behaviors during the period of renting, so as to achieve the purpose of farmland protection.
