摘要
中国旅游经济运行正在步入由国民旅游消费主导的大众旅游阶段。与改革开放初期以入境旅游接待为主体,团队观光、政府主导、创汇导向的发展阶段相比,旅游产业的市场基础和组织方式都发生了巨大的变化,由此要求相应的政策设计和制度环境也随之做出调整。本文提出中国旅游业进入大众旅游新阶段的重要判断以及这一阶段的基本特征和主要矛盾,并在此基础上对旅游政策可能的演化方向进行探讨。
China's tourism economy is entering a new stage of mass tourism dominated by national civilians. Compared to the early stage of reform and opening-up characterized by inbound tourism, packaged trips, government-oriented and foreign exchange-oriented practice, great changes have taken place in market demand and industrial organization, which calls for the corresponding adjustment of policy design and institutional environment accordingly. The paper studies the basic characters and principal contradictions of China's mass tourism stage and discusses the possible evolution of the direction of tourism policy.
