摘要
农业税取消后,农村乡镇财政资金面临较大困难,农村公共产品的有效供给成为当前巩固农村税费改革成果,建设社会主义新农村的当务之急。本文通过对河南省南阳市农村公共产品供给现状和影响因素的探讨,认为应在完善"一事一议"制度基础上,明确农村公共产品供给与管理的分级责任,充分发挥村级组织的作用,多方位多层次解决农村公共产品的供给。
After the cancellation of agricultural tax, the finance of rural township faces greater difficulties. The effective supply of publie goods has become a task of first priority to consolidateing the results of the tax reform and building a new socialist countryside. Through discussing the current situation and influencing factor of the supply of public goods in Nanyang City of Henan Province, this article shows that the different levels＇ responsibilities of the rural public goods should be cleared, full play to the role of village organizations should be given, and supply of rural public goods by multi - directional and multi - level should be solved based on the more perfect system of One project, one discussion.
