摘要
公民网络参与作为公民参与的一种新方式,以其独特的优势在政府治理中凸显出降低政治参与成本,优化政治监督环境,促进利益表达整合等价值和意义,但又因互联网自身的特点使公民网络参与在政府治理创新中产生出诸如不均衡参与、非理性化参与和非规范性发展等不可避免的问题。针对这些问题,可以从培育参与主体、完善技术机制和加强法制建设这三个视角去寻求政府治理创新中公民网络参与提升的对策和思路,从而开辟公民网络参与的新路径。
As a new method for citizens to participate in government administration, people＇s involvement through internet highlights its value and significance of lower cost of participation, an optimized political supervision environment and a promotion for people＇s interest expression during the process of government administration. But the shortcomings of the internet also bring about inevitable problems such as incomplete coverage of citizens, people＇s irrational involvement and nonstandard development in the innovation of government administration. With a view to overcome these shortcomings, we shall focus on the three points of citizen cultivation, technical system perfection and legal system construction acceleration, to seek the strategy to improve people＇s involvement through internet in the innovation of government administration, thus to break a new way of people＇s involvement in government administration.
