摘要
在清政府推行新政的背景下，商部于1905年颁布《出洋赛会通行简章》，鼓励商人出洋参赛，同时在国内普劝各省，开设商品陈列所。这在推动中国参与世界博览会的同时也带动了国内博览会的竞相举办。
Because of the Qing Empire implementing the new policy, the Business Department promulgated ＂going abroad Fairs passage pamphlets＂ in 1905 to encourage businessmen traveling abroad and participating in Exposition, and persuade the provinces to open display of merchandise in China. It promoted Chinese participating in the World Exposition and led to domestic Expo＇s holding.
