摘要
随着我国电力市场化改革的不断深化,现存的销售电价交叉补贴已成为电力工业发展中必须正视并亟待解决的关键问题。从交叉补贴和电力普遍服务理论出发,借鉴国外解决电价交叉补贴的经验,针对我国电力工业发展各阶段,设计了销售电价交叉补贴解决方案,并对方案的应用实施进行了分析。
With the incessant development of electric market reform, the existing cross-subsidies in electricity tariffs have become the most important problem in China’s electric industry development. On the basis of the theories of cross-subsidies and electricity universal service, we use foreign countries’ experience as reference. Several solutions to cross-subsidies in electricity tariffs in different phases of China’s electric industry development are designed. Furthermore, the paper analyzes the application and implementation of these solutions.
