摘要
清洁发展机制(Clean Development Mechanism,CDM)在发达国家与展中国家之间,环境与经济之间能达致"双赢"。西北内陆能源资源丰富的陕西省CDM发展存在的问题,表现为项目开发数量偏少,开发领域狭窄。导致这一情况出现的原因主要包括政府不作为、企业缺乏将项目按CDM基准线和方法学建设的意识、中介机构也较为缺乏等。陕西必须从政府、企业、中介机构等方面推动CDM建设。
Based on the introduction of Clean Development Mechanism（CDM）,this article analyzes the development situation and the existing problems of CDM with a case of Shaanxi Province.These problems include few CDM projects and narrow field.This article gives relevant policy recommendations,and this is significant in developing CDM project in Shaanxi Province
