摘要
农民组织对于农民来说,有着经济、政策及教育功能。但在方兴未艾的新农村建设和目前大力引导的农村土地流转政策中,农民组织及农民组织化问题并未得到应有的重视。因此应重新审视农民组织化,梳理其现状及存在的问题。总的说来,农民组织要在规范、依法的轨道内运行,包括法律在内的制度安排是必不可少的。
For farmers,peasant organization has economic,policy and educational functions.However,in the emerging new rural construction,and the well-guided circulation policy of rural land,the problems of peasant organizations have not received enough atten-tion.Therefore,we should pay more attention to the present situation and existing problems.Generally speaking,the Peasant organization must run normally and legally,the institutional arrangements including laws are essential.
