摘要
本文运用概率优势模型,对中国肉羊生产的区域优势进行比较分析,结果显示:我国西北地区的内蒙、新疆,黄淮海地区的河南、山东、河北及长江中下游地区的江苏、安徽等省(区)具有肉羊生产的优势。从技术水平、要素费用和自然资源禀赋的差异,对肉羊主产区成本优势的形成因素进行了分析。提出了继续加快肉羊优势产业带建设,进一步完善肉羊生产的区域布局;通过政策引导,积极培育肉羊主产区龙头企业;制定和实施各种扶持政策,逐步实现散养向适度规模化养殖转换的政策建议。
The paper applies the model of Stochastic Dominance in analyzing the regional advantages of mutton sheep production. The results showed that northwest region （include Inner Mongolia, Xinjiang）, Yellow-Huaihe-Haihe Rivers Plain region （include Henan, Shandong and Hebei）, Yangtze River area （include Jiangsu, Anhui） have advantages of mutton production. Based on the differences of technical level, cost of elements, endowment of natural resources, the factors of producing cost advantages are analyzed. Some suggestions puts forward, that including accelerate construction and layout of mutton advantageous industrial zones; through the policy guidance and actively cultivate leading enterprises; formulate and implement various preferential policies and gradually realize the conversion of moderate scale.
