摘要
农村居民点用地整理是优化农村居民点布局和实现耕地占补平衡的有效途径,也是建设现代乡村社区的必然选择。本文以江苏省为例,简要分析其区域不平衡现状及建立农村居民点整理区域联动机制的迫切性和可行性,提出从四个方面实现农村居民点整理的区域联动机制的新思路:建立区域间农村居民点整理指标流动补偿机制、建立区域间农村居民点整理的信息共享体系、建立区域间农村居民点整理的联动预警机制、建立区域间的联动利益分配机制。
The rural residential areas consolidation has become one of the effective means of readjusting rural land use structure and of keeping the dynamic balance of cultivated land. At the same time, it is also an inevitable choice for developing modem rural community. Taking Jiangsu province as an example, the author analyzes briefly its disequilibrium situation and tries to justify it is feasible to construct regional concatenation mechanism of the rural residential areas consolidation. Then the author put forwards some new ideals. Such as setting up a regional flow compensation mechanism of the consolidation index, a regional sharing information system, a regional concatenation early warning system, a regional distribution economic benefit of interconnected parts.
