摘要
随着三峡水库的建成,对水库消落带的治理研究显得非常滞后。在研究重庆开县消落区治理现状的基础上,提出治理对策建议:开展全面系统的消落带资源调查,建立资源数据库;编制、调整消落带治理规划;建立消落带资源环境监测体系;积极稳妥地推进集体林权制度改革;加大投入力度,尽快启动示范项目;加快建设良好的法治环境,完善体制机制。
With the completion of Three Gorge Reservoir, it seems very slow for the controlling research on the drawdrown area of the reservoir. Based on the research over the status quo of controlling drawdrown area in Kaixian County of Chongqing City, the following controlling countermeasures and suggestion are raised, i. e., to kick out comprehensive and systematic resource inventory about drawdrown area and to-build up the resource database; to compile the controlling plan on adjusting drawdrown area; to establish the resource and environment monitoring system about drawdrown area; to push the collective forest right system reform actively and safely; to increase the inputting strength and to initiate the pilot project as soon as possible ;to construct good legality environment rapidly and to perfect the system and mechanism.
