摘要
海洋经济是以海洋资源为基础,海洋产业为关键,以沿海区域的社会经济的全面发展为目标的一项系统工程。在对海洋经济的概念作了科学界定的基础之上,系统、深入地研究了海洋资源、海洋产业、海洋经济的内在关联性,着重探讨了海洋产业的发展规律,并借鉴技术经济学评价指标的设计原理设计了一整套评价海洋经济活动的行为及其效果的指标体系。
Based on the marine resources, the marine economy, a comprehensive project, emphasizes on the marine industry and aims at the full development of the social economy in China coastal areas. What is studied in this paper are the internal relations around the above concepts,especially the developing law of the marine industry. And by taking the experience of design principle of the evaluation index in the technical economics for reference, a whole set of index system for estimating the activity and effects of the marine economy is also designed.
