摘要
学者在公共决策中的角色和作用呈上升趋势,在公共政策制定的各个环节中,学者分别扮演议程设置的塑造者、政策方案的设计者、政策采纳的"决策者"、政策执行的协助者和政策评估的"评议者"角色。学者参与决策过程必须基于自身的专业化,系统掌握特定领域的知识及科学逻辑的研究方法,才能在政策和社会服务领域更好地发挥作用。
Scholars' roles in public policymaking are more important.In every stage of public policy decision-making,scholars play the roles of setting the agenda,designing plans for policy,'decision-making' in policy adoption,enforcing policy,and evaluating policy.Scholars' participation in the process of decision-making should be based on their own professional expertise,a mastery of the area's specific knowledge,and proper research methods.Only then can scholars contribute more to policy and serve society.
