摘要
"以人为本"是科学发展观的核心内容和基本价值取向,与以神为本、以物为本和西方的人本主义有着本质的不同。以人为本理念与服务型政府价值内涵具有逻辑和内容上的契合性。树立和落实科学发展观,坚持以人为本,对于构建服务型政府有十分重要的意义。用以人为本的理念推动服务型政府建设应做到:强化政府角色定位;实现政府职能分化和部分权力的弱化;实现政府社会管理和公共服务职能的强化;将以人为本理念引入政府评估机制。
Humanism is the core and basic value of scientific outlook of development, essentially different from western philosophical concepts of attaching importance to God, material, or human. Humanism coincides with the value of service government in logic and content. Adhering to scientific outlook of development and humanism is significant to construct a service government. The application of humanism to construction of service government appeals to strengthening the positioning of government role, dividing government functions, weakening some authorities, enhancing government＇s roles of administrating society and serving public, adopting humanism to the evaluation mechanism of government.
